We had another Classic Pie War, then everyone on the other teams left except for gim. Gim then became part of Zemtee, and since we had no one left to fight, we turned it into a Zemtee thread. This is pretty much where we have meetings and talk about our plans for the Great and Wholly Suger-Filled Empire of Zemtee.

A lot has happened. Zemtee essentially won the last pie war, and decided to exert all efforts towards building up Zemtee and helping others. Zemtee is composed of the part attached to Muserland, as well as the new HPB Land and RtH land. On the chronicles of Museica thread, there is a map of the whole world, showing these places, and on the last Zemtee thread there is a map of Zemtee and two maps of HPB Land.
You are welcome to come to Zemtee if you wish. In a relatively recent post on the last Zemtee thread, I outlined the Chief Positions open. A couple have been taken (Chiefs of Exploration and cities and towns, I believe) but the rest are open.

Great Chief Cat’s meow-the PPP is a different planet, so you certainly can have the two positions. Generally, I would like you to report on any possible trading that could occur, and then everyone would decide (pretty much always yes, I don’t see how you could go wrong, but I’m trying to have this be such that all chiefs have the same rules…)
This all sounds more complicated than it is in reality, when you want something, tell us, the other chiefs and commanders will say yes, and then I’ll formally say Zemtee approves…it’s all quite open, we have good people here…

council. We make laws and Plans and then Summit then to Rt-H. Rt-H lives in a small house near the council’s building.

Great Chief TMFA-The land at the North Great Bay City is very low and flat, so building should be easy. That looks like a great plan, just leave plenty of space for new stuff later, of course! And of course, on MB, things aren’t truly set in stone if we find something isn’t how we like it, so we can change it. But the plan sounds good, so I’ll send some extra help for the construction! I’ll be arriving shortly myself to look around at the site and help define the borders…

Great Chief Cat’s Meow-yeah, that’s generally what I think too. This all started when I made the RtH land, and offered agagabagabag his own land since he seemed to think it unfair that I “had” one. I had no idea it would be in the shape of a sword-wielding four-armed person, though
And RtH land may be in the shape of a Hawk, but other than that, it could be any hawk, and it is a part of the Empire, Chiefs can make plans for it, etc.
Speaking of which, RtH land hasn’t had any work at all done to it. First, generally, what do people think it should have on it/be like? All we really know is there is there is a mountain range down through horizontally through both wings…

Red-taild Hawk, can I be cheif of medicine? It runs in my family. my father VAXiDXVI was a doctor, and my grandfather VAXiDXV was, and VAXiDXIV, XIII, XII, XI, and well you get the picture.
I’m really good at making medicinal pies. It’s like a regular pie, but when you eat it your cured of an illness. I’m even developing a cure for Cancer pie, a cure for HIV pie, and a cure for the common cold pie.

You see, l was named agagabagabag by the bird natives of pie isle, who raised me in slavery. When l escaped to Museica and Muserland, l discovered that my true name from my family was Trevor Wreet. However, l owe my fighting skillls to the harsh life at pie isle as a slave, and bear my name proudly. That’s why l don’t like it when my name is misspelled.

AHMBs and AHPBs: the Aerial Hot Pink and Maroon/Magenta Bunnies.They are very rare bunnies. They use their ears to spin like a helicopter, and they have no bodies, only heads. On the ground they roll around. No one knows how they evolved to be what they are.
APDs: Aquatic Prairie Dogs. Bottom half of mermaids, upper half of prairie dogs.
Pie Mussels: The scourge of the sea trade, they are intelligent, witty, and hungry for wood. They eat ships from the outside in.
Apple Demons ~ these are little red gremlins that sneak up behind you and then take a bite out of your AppleMac. (they’re related to XP Demons.) these are extremely dangerous and annoying as computers are the only source of power, communication, and general chaos in Museica
BBs, or Blue Bunnys: Refugees from Bulyai-Serwqi who forged an alliance with Pie Isle explorers. The DBB and Black bunnys took over their homes.
Black Bunnys are a generally evil species. They’re related to Evilus. They conquered Bulyai-Serwqi with the help of DBBs.
Bvorgs- Predators with shaggy brown fur that secretes a mucus that captures prey. They are 9 feet tall with 1.5 foot fangs and 6 inch razor sharp claws. They can see ultraviolet, but are not very smart. They live on the kontinent of Kold.
Chlorrophyll Cows: These wonderful green beasts are the only cows that don’t graze, (that would be cannibalism) but prefer pork rinds. They’re even more lazy than regular cows, because they have to stand around all day, absorbing sunlight
Wungs:- Little balls of fur that can produce electricity. There are many different kinds, different colors, and they look like little balls of metal in their immature state. They can be found practically anywhere in the Musiverse, from Pie Isle to Dekrane to the Featherian capital, Carrott. In their Mature state, they appear somewhate reptilian, and have increased elecrical ability.
DBBs, or Dark Blue Bunnys: They make up the Black Bunny’s armies.
Eximazz: An eximazz is a bovine creature, with a light green coat of fur dotted with purple spots. They eat the Bug-wungs, thereby helping the economy. They have the usual four stomachs, and have medium-length yellow ears. They say LOOOOOOOOO.
Floobs: Found on Frozen Isle, they are small balls of blue fur that hover.
GGSB (Gigantic Green Senzu Bunnies): This type of bunny is green, and extremely large. (very extremely large.) this hugeness is caused by their natural instinct to seek out and devour senzu beans. This, of course, causes them to be extremely healthy and strong, and therefore they grow to enormous sizes. GGSBs are very intelligent and have a complex social structure. they never quarrel among themselves, knowing that this would cause their numbers to decrease. there are only ever about a hundred of them at one time, seeing as they breed very slowly and take a long time to grow to maturity. they are also very peaceful, and other creatures never attack them because (1) they help the ecosystem greatly by eating senzu beans, which are a thriving species in Museica/Pie Isle/whatever other MBey places you can think of, and (2) the other creatures would lose simply because the GGSBs are too large, and would probably accidentally crush them beneath their feet.
Gnomes are patron spirits of the element earth. This includes most metals and ores, including silicon. When metal is mined or otherwise extracted from a greater whole, gnomes lose a bit of their essence which piggybacks on the metal. When a computer is built, there’s a great enough concentration of silicon to fuse the gnome essences into a single being. These newborn cybergnomes (also known as gremlins) leave their birth computer by piggybacking on e-mails and blog comments. They then accumulate on major servers and set up virtual colonies in unregarded pockets of memory space. Gnomes do not feed: they gain energy from belief in them. Since MBers, for the most part, have particularly inventive and imaginative minds, the MuseBlog server has a particularly large and thriving population of cybergnomes.
So far, three varieties of Cybergnomes have been detected- Link, Blip Cleanup, and Smiley Repair. I suspect that these are assigned duties, not subspecies, as they seem to precisely fit every situation which requires them, something very unlikely were there a fixed number of inflexible types. This leads me to believe that gnomes live in organized and structured colonies. I can also infer, from the many religions and beliefs that consider Earth to be a maternal influence, that the society is matriarchal and that a gnomish colony is presided over by a queen, much like a hive of ants or honeybees.
So far, only benevolent gnomes have been detected, but I strongly suspect that malevolent individuals also exist.
The malevolent gnomes are mostly loners, kicked out of their hives. They take particular delight in frustrating everybody who has an internet connection.
GOEBs: Giant One-Eyed Beasties. Found in the Gulf of Dornavenk, they are like one-eyed giant squid. A delicacy, if it doesn’t eat you first. Unfortunately, the latter is most frequently the case. They seem to have hierarchical status depending on size. Jonquil Wreet, my anscestor, was famous for killing a chief on his own.
Hot Cerulean Bunnies (HCB) – Also discovered on Pie Isle, this branch of the colored-bunny family seems to be more like the HPB’s than the HMB’s, as they are the suspected cause of the HMB’s’ deaths. Unfortunately, they are also very skittish, so not much is known about them except for the above-mentioned facts. More information on this mysterious (and possibly dangerous) species will be reported as it is revealed.
Hot Magenta Bunnies (HMB) – Appearing to be related to HPB’s, these creatures were first discovered on Pie Isle when a courageous band of explorersdecided to explore that treacherous land. So far, the HMB’s seem to be fairly complacent and peaceful (unlike their pink relatives), but, as not much is known about them, we can’t be sure. However, they haven’t bothered the explorers, yet, which is a good sign. Unfortunately, it may at some point be appropriate to put them on the Endangered Species List, as they have been found dead in great quantities on Pie Isle. The cause of their death is suspected, but not yet known.
Hot Neon Green Bunny- A mysterious species, discovered by Beavo the Great. They are mischevious but mostly benign.
HPBs- Hot pink bunnies who are a widely known species. They are intelligent, and there are two general kinds: Evilus and Nicegoodus. Evilus includes Giganticus, Rex, Draconius, and basic evilus. Nicegoodus include Griffonus, Rex, Neutralus, and basic nicegoodus. Despite their inteligence, both kinds are widely discrimanated against.
Hot Red Bunnies (HRBs) (these make up the generals and such for the H_Bs.)
H_Bs (colors ranging from orange, yellow, green, blue, purple, and in between colors. Includes rouge HCBs. Make up the bulk of the enemy’s bunnie army)
Mutant HMBs (MHMBs)(these aren’t seen much; they are HMBs the bird natives converted into nasty green mutants.)
Evil Bunnies are allied with both the bird and hedgehog natives.
Hot Rouge Bunnies (HRB) – The members of this species (who were, too, discovered on Pie Isle), though, again, not much is known about them, appear to be hostile. They took a few of the explorers hostage, and threatened dire consequences if the explorers do not cooperate with the HRB’s. These creatures are also masquerading as HCB’s in order to appear peaceful, and to get close to the other MuseBloggers. It is said that the HRB’s are insane. More information as it is found out.
Knerewolves: They look like wolves, only twice as big, and they have scales. They can leap 50 feet, and their favorite food is magical creatures.
HMs (horned moles) Native to Caesar Archipelago. They are primitive, and their tribes are governed by shamans.
LBs (large bats) Also native to Saskatoon Isle. Accomplices of PURs.
LIHs (hedgehogs) They are native to Pie Isle and have poisonous spines, which they can shoot, like porcupines are supposed to but actually don’t. They have a society somewhat like Ewoks, only not as annoying.
LILs (lizards) They are native to Dor. Nomadic tribes of warriors, they are often found as mercenaries on pierate ships.
LIRs (rodents) They look like a cross between rats and squirrels, only 6 feet tall. They have developed a complex and advanced civilization on the continent of Iknurowlis. A small, primitive colony exists on an island to the northwest of Museica.
Origami Olive Bunny (the OOB) The last of his kind, made from Incredibly Strong Fiber Paper. His species was used by natives for making Incredibly Strong Elastic Chains.
Robot HCBs (RHCBs) (robots designed by natives and reworked for the purposes of Pie Isle explorers/. There are nine large RHCBs and five small RHCBs.)
PURs (pierating ugly rodents) Like LIRs, but uglier and meaner. Native to Saskatoon Isle. They’re actually fairly intelligent, and can actually be seen working well in a normal society.
Pwnies- Found on Pie Isle. They resemble horses, but have eyes of a solid color, and can run faster. They make extremely good mounts.
Raggets- Small creatures, native to the Mint Isles, which play tricks on Wungs. They have mogles, but what mogles are is unclear.
Ravangars- Subterranean creatures, native to the Chadium Mountains, related to Bvorgs, which subsist entirely on HPBs. Rather dangerous.
Rhubarb squid: Found in the Filling Sea, this is a relative the th GOEB. They are solitary creatures, and can be a minor threat to boats.
Skreeths- A pyromaniac breed. They resemble wingless dragons and have strange abilities with fire. Rich families use them as hunting pets, and ones that are unusually large are often used as mounts in wars.
Vanilla narwhal: Found in the northern seas. They are generally peaceful, but can use their horns with great prowess if they need to.
Woodwyrms: A variety of wingless, legless dragon that eats wood. Rather unfortunate to have around, in houses or on sea.
Wungs- Wungs are small fury animals that can be pets. There are many breeds, including:
Garden Wung- Tangerine and raspberry colored fur, medium sized.
Long Eared Wung- Bright white fur around eyes and mouth, pink fur elsewhere, long sticking-out ears, medium sized.
Greater Wung- Second most intelligent species. They are more solemn and philosophical than other wungs, which makes them a favorite target of raggets. Greater wungs are native to the British Isles, and are larger than most of their kind.
Green Wung- Green. Only species known to vocalize, with a breathy screech. Perhaps most intelligent, apart from Greater Wung.
Black Wung- Only wung species that is definitely predatory. Black fur. Fangs. Solitary, as opposed to other wungs who live in small groups.
Platinum Wung- Very little is known, except for the fact that it likes cheese. It also enjoys golf, like many other wungs.
Paper Wungs- Like other wungs, except that they are flat. Nobody has figured out how they survive, but they do. They are used as napkins and fans by some people. The wungs don’t seem to mind.
Crested Wungs- They are usually pale colors, and have long tufts of fur over their eyes.
Wungs are born in the larval stage, without arms or legs, and move by rolling. The larvae have a hard coating around their spherical bodies, which is gray and metallic. After a few months, the coating splits into many small hairs, and bits of shiny debris are shed. When the metamorphosis, called spricing, is complete, the wung is a furry animal with a tail, three legs, and shaggy hair.

OK, this is absolutely ridiculous. I agree with Great Chief TMFA here. First of all, most importantly, ZEMTEE HAS MANY THINGS TO DO WITH MUSE. I put that in caps to really emphasize it. Where would all of your lands that you say have more to do with Muse be if not for Zemtee? Nowhere, mostly. We have done SO MUCH for you it is unbelievable. Zemtee is a nice and helpful nation, doing all sorts of good things, and offering everybody many great positions. Seriously, what side in the history of anything would immediately embrace somebody who had been a strong enemy, putting them up as a Great Chief? What side would freely hand out help to anyone who needed it for any problem they faced? What side would tackle the biggest problems the entire world faced without even thinking, without any help from anybody else, without once thinking of a way to get out of it? Tell me, do you believe there is a more noble, helpful, and kinder side out there ever anywhere? Think about it, please. And also realize that you have been a Zemtee Commander for ages and ages, you should really be proud of what we have done and what we mean to this world, not keep trying to find a way to ruin it. As for RtH land, I cannot stay to argue now, but I have explained in the past, it’s not named after me exactly, it’s a part of the empire like anything else. It happens to be in the shape of a Hawk, and has my same “name,” but this doesn’t give me any power over it and above the chiefs and commanders and what they are always entitled to… And I have tried to say that agagabagabag island can stay if Commander agagabagabag wishes to keep it. I would strongly urge him to keep it under the same rules RtH land is, as part of the empire not giving special powers to anyone beyond what they normally have, etc…

Yes, you created Hawk Land and HPB Land to fill up space on the map. However, you must be aware that new places are discovered all the time! You should resize the continents you made to the size of mere islands, so that others can have the joy of discovery.
However! I think that instead of milking everything we can out of exploration, a great camera sattelite shall be built to view every landmass on our continent. The uncharted ones shall be explored to the fullest extent. After a person discovers a country, they will add it to the map, or-

Now, your new job is not terribly complicated, but it is important. In The Great and Wholly Sugar-filled Empire of Zemtee, or Zemtee for short, Great Chiefs hold very important positions. They oversee everything that goes on in their area of coverage, and report problems and results to everyone periodically (i. e. when you can and when you feel like it, we won’t pie you if you don’t give report every day, believe me
)
So, a Great Chief of Product Safety makes sure everything that is sold or given as a product of some sort is safe for the citizens of Zemtee and is safe for the environment and world community. You will of course be working closely with all of the Zemtee officials, but Vixen will likely be somebody you will talk with a lot in your new position. (Again, first of all, many times people don’t show up, and second of all, a lot of this “meeting” of people is very imaginary, as in both people not even being on the thread. If you just check up on this thread whenever you can, and post about the issue of the moment, that will be enough.)

exploration eh? we must begin funding at once! I would love to assist you in your conquests and encounters of the 42nd kind(meeting whatever the heck we want). I have already constructed a uh…. MTEC (Multiple Terrains Exploration Craft) which is currently in peak condition! We would need a group of hardy volunteers to join in its virgin expedition. The MTEC, is equipped lavishly equipped with any sort of trinkets we might need. It is functional in air, water at up to pressure of um… a lot… space, holding up in thousands of degrees, and it can be modified later to fit into any kind of atmosphere or liquid we might need to cross. (ex:acid…) With my new invention of SP(strechy protection) that coats the hull, we can’t fail!

I’d be absolutely delighted to have either filled, especially the Great Chief of Environmental Concerns position. It’s up to you, though. Did I give you those piepoints? I can’t remember. 241-Sounds like a cool exploration craft! I’d be happy to come of course, but I’d hate to take up precious room that could be used by someone with more time to devote to the mission. Also, Commander agagabagabag seems to be expressing concern for my safety as well. I would be most interested to here how your adventures progress, though. Please if you would though, let us know where you plan to go ahead of time. That way we’ll know where to find you, and if any of the Great Chiefs need to make sure the area isn’t dangerous or historic, etc. it would be good to check out the area before you risk going in…

Description: Tall, long brown hair, fair skin, red cape, beige trousers, silver chest plate, pewter-colored shoulder guards that jut off her shoulders. She fights with the pie wand and the nagasifa, a sword that seems to be divided in two. The part between the blades shoots electrical darts. Personality: Nice, calm, intelligent.

We (ideally) work together to make decisions about Zemtee, but rarely do we have that many people on at once. It may seem hard, but it is really very casual. Great! Thank you all for coming!
Newcomers are welcome. Hopefully you will be less confused as we go along. Basically, Zemtee was a side in a pie war waaay back. We decided to turn “Zemtee” into a nation of sorts. We called ourselves “The Great and Wholly Sugar-filled Empire of Zemtee.” We liked the name, and we were a small but growing group. We created new positions as the needs arose, as those in Museica had. But, this system doesn’t work forever. It is often either inefficient or hands too much power unnecessarily to few officials (Namely ME argh). People often felt I had too much power, and felt it was too undefined. It made people afraid to do anything, and thus Zemtee has died.
I never intended to abuse my power (and never thought I had) but because of the risks of having an undefined power, I do not think we should continue with our system of government. I propose we dump the Empire and my position as Emperor. Let us form a new, free, happy DEMOCRACY!!! YAYAYAY! Certainly not an empire, whatever we want to call it.
What do you think? I think a Constitution and a free Zemtee would be a good thing. I hereby resign anyway. I’m no longer Emperor, there is no Emperor, just people thinking of how to organize and manage our country. I think that should be our main focus until we have a Constitution and a free Zemtee!

I would like to have some sort of position, even if it holds little power, guaranteed since I created Zemtee. It doesn’t mean I have a lot of power or am getting away without an election, but I always want to be able to say I have something in the country I created. I would still have to run for any of the offices we create if I wanted one, but I would like to have some sort of honorary position all of the time, so that I always have some sort of standing in Zemtee.
Beyond that, Zemtee will essentially be independent. It will be similar to Museica: Elected officials, anyone can run for positions, there’s nobody at the top saying how things will be for everybody else. It will be a free government, and I will have little to do with it besides having started it and holding that honorary position I talked about. I may run for an office, but if elected I shall not hold higher power than anyone else who held the position. I have ceased being “in charge” in any way.

I’m working on what I think would be a good plan. It’s based on the Museican Constitution. I’m trying to make a rough draft of what I thought the Constitution for Zemtee would be like. I will post it as soon as possible. Again, I’m not deciding this by myself! Put your ideas out while I’m working on the draft, so I can incorporate them. And remember, it’s a draft, not the final thing I’m writing. I just want to get as many of your opinions in as possible so we’ll be closer to our goal.

Sorry you ruined your alter ego that way, Kokonilly. We have not approved any Constitution yet, so there may be no Chief of Medicine in the end, we can’t say now.
TMFA, I am glad you are taking an interest in this. However, I have an issue with your proposed plan:
The president seems too much like me, basically. I realized the problems with having somebody at the top in a small government like any on MuseBlog. That’s why I gave up my position as Emperor. I didn’t have to do that, but now that I have I would like to request Zemtee not have one person at the “top,” even if they are elected for a set term. A president could veto any bills en didn’t like, as people feared I could. I prefer a system here where there are several holding fairly equal high power, as the PMs and CJs do in Museica.
I propose we have nine “Great Chiefs” (or some similar title, that’s not as important at the moment) that would be similar to the PMs. They would have areas of national coverage (the things listed in TMFA’s plan, which are the positions from the old Zemtee, could be incorporated), and they would be organized into groups of three based on their area of coverage. Thus, more people could have positions, but in a state of emergency when most people had left, the government could function with as few as 3 Great Chiefs. There would be “Governing Chiefs” to look after smaller areas of Zemtee, which we would identify later. They would be sort of like the Museican provinces, I guess.
There could be a HoC. CJs too. We could have three CJs or Nine with the option to have as few as three, as with the Great Chiefs.
That’s the basic plan of what I had thought of. It’s very much like POSOC’s plan, but I changed it to fit Zemtee and to allow for more possible positions when possible. If you think there are too many positions such that people would have no competition in the election, we can use the Museican plan directly, just changing the names to Great Chiefs and Governing Chiefs.
What do you think? Does this appeal at all? The Museican plan seems to be going well, so I thought a similar plan for Zemtee would be a good thing for everybody.

307-It’s not really smaller. It might be bigger. TMFA’s plan had 10 Chiefs. I have Nine Great Chiefs, which would cover the areas of the “chiefs” in TMFA’s plan and some. I have Governing Chiefs, which offer many new positions. We can decide how many provinces there are, and thus how many GCs there are! There are the nine Chief Justices. And, the HoC, which sweeps up everybody who isn’t holding a position at the time.
Wow, when you look at it, there are quite a few positions!

I would again remind people there are no positions yet. There is no Constitution yet, we are still working on that. I’m glad you’re excited about the election, but I don’t want to get your hopes up and then have to tell you the position you wanted does not exist.

315-I would also like to specifically address your comment. I’m glad you and your, er, friend Leafygreen are looking forward to the election. However, it wouldn’t be fair to others for “you” as a posting individual to have essentially two positions. As separate as you feel you are from Leafygreen, others would feel you were holding two positions since “Leafygreen” does not type, and we can’t be sure Leafygreen is making the decisions.

Preamble
We, The People of Zemtee, in order to preserve the thread and remain a beacon of creativity and imagination in the Museworld, hereby ordain and establish this constitution to serve as a legal system for governance and guidance. We have embarked upon this endeavor to showcase the might of Zemtee and all its lands, a safe-haven for the hardworking, creative, and curious individual.
•The laws and procedure set forth in this document were built to act as solid ground for the oft tossed residents of the World of Muse, and are not binding unless accepted as so.
•As a government functions for the people, one cannot function without the people. Unity in action will bring prosperity.
•If these doctrines set out are insufficient or counterproductive to the Free Republics of Muse, they shall be re-worked by the people, with common consent. The Power is the People.
Article I-The House of Commons
»Section 1. All legislative powers herein granted shall be vested in a House of Commons, which shall consist of all citizens of Zemtee, excepting those who hold other public office.
»Section 2. Any sentient being who has posted on at least one thread relating to Zemtee, read at least one thread of the Peace of Zemtee, and who has been in residence upon the Blog for at least thirty days, shall be considered a citizen of Zemtee, and thus eligible to sit in the House of Commons.
»Section 3. The House of Commons, once established, shall select from among its members a Head of the Commons, who shall have the responsibility of overseeing the voting carried out by the House. No citizen may serve as the Head for a duration longer than six months, unless reappointed by the House.
»Section 4. Any member of the House of Commons may propose a new legislation at any point in time. If the proposal receives a second, it shall be put to the full House. The duration of the voting time shall not exceed a week. At the end of the week, the Head of the Commons shall count the votes and act according to the general consensus. If the ayes/w00ts exceed the nays/mehs, the bill shall be made law; if vice versa, the bill shall be removed from consideration.
»Section 5. The House of Commons shall hear any and all citizens’ grievances. If a plaintiff or defendant is unsatisfied with the verdict, en has the right to appeal to the Chief Justices. The House of Commons has the power to bring charges against any elected official, be it Great Chief, Governing Chief, Chief Justice or Head of Commons. In the case of the Justice, a temporary Justice shall be elected by the House to try the defendant in case of an appeal to the Justices. Article II-The Great Chiefs
»Section 1. The executive branch of The Nation of Zemtee resides in nine supreme elected officials, known hereafter as Great Chiefs, abbreviated to GCs. GCs must visit Zemtee threads at minimum once every two weeks, else they will be declared absent and the Head of the House of Commons may cast a ballot in their place. Great Chiefs cannot serve for a duration of longer than six months, and are elected directly by the citizens of Zemtee. The voting may not last more than two weeks, and should be limited to one unless fewer than ten votes have been cast. Great Chiefs may run for a second six-month term, but may only run for a third (or greater) term if no or only one other Zemtee citizen is interested in running for the position. An election must be held regardless of whether or not there is any citizen running against any official.
»Section 2. These GCs are elected by popular vote, and must meet the following criterion:
•A sentient being of high moral standard who has pledged en’s interest in the prosperity of Zemtee (A2§3)
•Been established as a citizen of Zemtee (see A1§2)
•Read and understood the entirety of the Constitution of Zemtee.
»Section 3. GCs must take the following pledge upon election: “I do swear at this time to uphold the standards set forth in this constitution and its preamble, to work to strengthen the Nation of Zemtee and advance its standing within the cosmos of MuseBlog.â€
»Section 4. Great Chiefs are elected to carry out duties concerning the laws and lands of Zemtee, most notably forming agencies intended to enforce rule or decree set forth by the House of Commons. Also, Great Chiefs hold emergency power in times of chaos. GCs may propose new legislation, but they cannot vote in the HoC. A proposal from a GC must receive a second from a member of the HoC to be put to a vote in the HoC.
»Section 5. Great Chiefs may hold votes among themselves to veto legislature, the vote must be unanimous, which will then be reviewed by the Chief Justices for constitutionality, and re-voted upon in the HoC. Laws vetoed will then pass only with a two thirds majority in the HoC.
»Section 6. There shall be three groups of Great Chiefs. The groups shall each contain three Great Chiefs, all of whom address issues categorized under one of the following headings: Science, Art, and Life. In other words, each category shall contain three Great Chiefs, the powers of which all relate to the category they are in. If one or more Great Chiefs from a category are absent from the blog, the remaining GCs of the category shall assume the duties of the absent members until they return. If they do not return for 2 weeks, an election shall be held to elect another citizen to fill the open position. In this way the government could function briefly with as few as three Great Chiefs. If by chance all three Great Chiefs of a category leave at once, the remaining GCs of other categories shall assume the work. If fewer than three GCs are present, or if no GCs are present, the HoC may hold emergency elections after one week of the absence of the GCs. If a GC reappears before the end of the second week, en has the right to request the position be returned. If few or no interested citizens are present, the CJs may hold emergency power until they return or until there may be an election. If not all three CJs are present, the HoC may hold emergency power only to preserve Zemtee and prevent its absolute collapse. If not one single Zemtee citizen is present, the nation shall slip into a natural state of hibernation until things return to normal.
»Section 7.
Executive power over:
a. The transportation system and various technologies,
b. The space program and international and intergalactic exploration,
c. Environmental protection and the various industries,
shall be vested in the Science Great Chiefs.
The Great Chief titles for the above duties shall be as follows:
a. Great Chief of Transportation and Technology;
b. Great Chief of Space and Exploration;
c. Great Chief of the Environment.
Executive power over:
a. The museum system and historical matters,
b. The public library system and education,
c. The arts and their creation and history,
shall be vested in the Arts Great Chiefs.
The Great Chief titles for the above duties shall be as follows:
a. Great Chief of History;
b. Great Chief of Education
c. Great Chief of Art
Executive power over:
a. The medical system and social services,
b. The national park system and agriculture,
c. International and intergalactic relations and defense,
shall be vested in the Life Great Chiefs.
The Great Chief titles for the above duties shall be as follows:
a. Great Chief of Medicine
b. Great Chief of Agriculture
c. Great Chief of Defense
»Section 8. Decisions relating to the domains of more than one Great Chief, or relating to the international situation, must be voted on by the entire Council. A two-thirds majority (6 ayes/w00ts) is required to put the decision into action. The dissenting GC(s) has/have the power to call a special vote of the House of Commons upon the decision. If the House vetoes it, it will not be put into action.
Article III-The Judicial System
»Section I: The Judicial Power of Zemtee should be vested in one Supreme Court made up of 3 Chief Justices. The Chief Justices are elected by popular vote for 6-month terms. The Chief Justices try cases that have been tried already by the House of Commons, but the verdict is challenged. Also, the Chief Justices try all cases where the accused is an Ambassador, GC, or the HoHoC.
»Section II: All cases are tried in this manner. Each Case has a Defendant, who may defend enself or use a Lawyer. Each Case also has a Prosecutor, who is a Lawyer. Of the Three Justices, one runs the case, one decides the Verdict, and one doles out the punishments.
»Section III: The Chief Justices also have the power to interpret the Constitution, and will clear it up for the House of Commons when it is disputed. In short, the Chief Justice’ s job is that of the Arbiter, solving disputes and judging cases of great import.
Article IV- The Powers of Zemtee
»Section 1: The powers invested into the Nation of Zemtee by this document, and its rulers, are applicable only to the lands of the Nation of Zemtee and it’s territories.
»Section 2: Land may be acquired by the Nation in exploratory voyages that have proclaimed their intentions to secure uninhabited territory for Zemtee.
»Section 3: Foreign lands wishing to join with Zemtee as part of the Republic must hold elections, two thirds of which must pass in favor. Lands wishing to ally will only need the formal approval of the leaders of that land.
»Section 4: This constitution has been built and written as a universal document, in hopes that all law and procedure necessary in the Museiverse can be found within it’s pages. All citizens of lands, domestic or foreign can claim the rights and freedoms as their own (As found in A5§2)
Article V- Rights of the People
»Section 1:The House of Commons shall make no law regarding an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of comment upon any Museworld thread; or the right of the people to peaceably assemble and petition the government for a redress of grievances.
»Section 2: A well regulated Militia being necessary to the security of a free state, the right of the inhabitants to keep and bear Pies shall not be infringed by any governmental party, House of Commons, Great Chief Council or otherwise, with the following exceptions:
a. By special order of the Chief Justices as penalty for a violent crime involving pastry. In this instance, the duration of the ban from pies shall not exceed Two Blog Years (Two Real Months).
b. By order of the Great And Powerful Administrators.
»Section 3: No Soldier shall, in time of peace, be quartered in any house without the consent of the owner, nor in time of war but in a manner to be prescribed by law.
»Section 4: The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
»Section 5: No sentient Zemtee citizen shall be held to answer for any capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of Pie War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against enself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
»Section 6: In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial by the House of Commons, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against en; to have compulsory process for obtaining witnesses in ens favor, and to have the Assistance of Counsel for ens defense. En shall also have the right to appeal the decision of the House and go to the Chief Justices.
»Section 7: Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
»Section 8: The enumeration in the Constitution of certain rights shall not be construed to deny others retained by the people.
»Section 9: The powers not delegated specifically to the federal government are reserved to the people.
»Section 10: No governmental agency shall make any law discriminating against citizens on the basis of gender, race, belief, orientation or species.
Article VI-Governing Chiefs
»Section 1: Executive power over purely internal affairs of the various provinces shall be held by Governing Chiefs. Governing Chiefs are elected by popular vote for 6-month terms.
»Section 2:There shall be 9 Governing Chiefs, one to govern each province, to wit: Pie, Crust, Filling, Heat, Light, Wind, Stone, Sun, and Sand.
»Section 3: Any act of a Governing Chief may be vetoed by a majority of Great Chiefs, a majority of the House of Commons, or a majority of the Chief Justices. A veto may be overturned by a majority of Governing Chiefs.
Article VII-Marriage
»Section 1. Marriage in the nation of Zemtee shall be defined as the legal joining of two or more individuals who are committed to each other. This joining shall take the form of an official Marriage License signed by a government-authorized individual, two witnesses of voting age and sound mind, as well as all the individuals entering the Marriage Contract.
»Section 2. In order to obtain a Marriage License, individuals must not be of close relation. In addition, the individuals must take a course on anger control.
»Section 3. If a married individual wishes to marry an additional individual, all individuals currently in the Marriage Contract must sign the Marriage License. All individuals under the same Marriage Contract shall be treated equally by law.
»Section 4. No distinction in law shall be made on the basis of sexuality, gender, polygamy, polyandry, race, political opinion, origin, or religion.
»Section 5. No persons shall be forced into marriage against their will.
»Section 6. Prior to adoption, fostering, or birth all individuals who shall be legal guardians of children shall take an elementary course in child care and first aid.
»Section 7. Children and spouses shall not be subjected to emotional, physical, or sexual abuse.
»Section 8. Children shall have the right to a name, nutrition, housing, recreation, medical services, and education. Nor shall they be denied a wholesome environment intended to foster individual growth free from prejudice or intolerance. Whenever possible, this environment shall be with the child’s birth family. Should the family not be financially able to supply for their children they shall receive sufficient government aid.
Article VIII-Amending the Constitution
»Section 1: This Constitution of the Republic of Zemtee Is a living Document, and May be Amended and Changed As Such.
»Section 2: An Amendment may be proposed by any Citizen of Zemtee. It may be Passed with any of the following Votes:
a)Two thirds of the Great Chiefs must vote yea on it, as must two thirds of the House of Commons and two thirds of the Governing Chiefs.
b) Three Great Chiefs, three quarters of the House of Commons and seven of the nine Governing Chiefs must all vote yea.
c) The nine Great Chiefs must vote yea, three quarters of the House of Commons must vote yea, and three Governing Chiefs must vote yea.
d) A yea vote from all nine Great Chiefs, a majority of the House of Commons and seven of the nine Governing Chiefs must be obtained.
»Section 3: An Amendment passed in any of the four aforesaid methods shall be regarded as Equal to Each other and to the original Constitution.

Seriously, there aren’t many dependable people who will help keep any of these threads alive. Many people are happy to grab a position, but using their powers is the trick.
The idea behind elected officials is people will feel more attached to their positions and will want and need to fulfill their duties to keep their positions.

Unless we get a lot of new citizens pouring in here in the next day or two, we’ll be forced to have elections, once Zinc and ~badrang~ decide exactly what positions they want.

Zinc: By Interplanetary and Intergalactic Relations I take it you mean the Great Chief of Defense position. I’m already running for that one, so if you want a better shot at a position, there are plenty out there with no competition. I’m not trying to force you or anything, but it would be a little silly to have people competing when there are so many positions that need to be filled.
Not even counting the HoC, we’d need a minimum of 44 people to have a fair election (22 elected positions, 2 people minimum running for each). Considering we only have six people presently, it is impossible to have a fair election. Thus I think we should fill the positions and get Zemtee off to a running start. We can start by electing those already here. Then later on the laws regarding elections may be necessary, when there are 44 people competing for positions.

Dude, I’m not absent, everybody else is. IBCF is the only one who said anything remotely intelligent since I last posted. The idea was Zemtee would be governed by a number of elected officials. If there aren’t enough officials, I’ll become Emperor temporarily. Great Chief of Agriculture isn’t second in line to the Emperor, because in the new government there is no Emperor.
I’m really surprised that all of the adventures are dying like this. Maybe it’s just the school year that’s killing them, but whatever it is, it’s pretty potent.

CALLING ALL OFFICIALS! This thread looks like much fun, but unfortunately, it’s dead, so everyone needs to come back. If no official turns up in a few more days, I shall take over until a elected/recognized official comes. Then we shall begin rebuilding Zemtee.

We’ve been doing this for ages. it’s not working!
What isn’t working? Simply opening up Zemtee to free elections seemed to overwhelm people. I think if Zemtee is to have free elections, we need to do more to support the transition. And, though it would be nice if Zemtee could be fully up and running again, I think it neither likely nor appropriate before we can get Museica back together.
Thank you for your continuing support of Museica and Zemtee, and I believe we can get them both moving again!
