Museica is the country made up of smaller units named after the muses. This thread is where we organize a lot of stuff besides museica though, including Muserland business, which I’m sure you know about.

in April 4th, 2008 @ 18:52I do believe I shall offer my support for the mission to explore new lands. I will place at the disposal of the explorers the ship Waveshearer and the jellyboats Scirocco and Cloudberry. All three are well-equipped vessels, and they are under the command of a combined Museican colonial*, Dornavenkian** and Aquatic HPBese*** crew. All I ask in return is that a portion of the lands discovered by the expedition, if they have no sentient inhabitants, be awarded to Hydropastrica.
(Note: if this seems like a shameless land grab, please be aware that the total area of Hydropastrica currently is slightly less than that of Hawaii. We have a burgeoning population and are getting overcrowded. )
*The original colonists from Museica.
**Inhabitants of the Empire of Dornavenk.
***Bunnius Aquaticus. These creatures are somewhat enigmatic, but on the whole seem pleasant and have no ambitions for world domination or bunnification. I’m not sure that they even have the required organs for the bunnification process- several million years of divergent evolution have resulted in a radically different physiology and culture.

It is curious why agagabagabag had to be snipped. I don’t even understand what he was saying and why something that could be snipped would get in there.
I do think it’s wrong to say things that you know are so bad the GAPAs will be forced to snip. It is: A. pointless because you know the GAPAs won’t let it through. And B. wrong because you know it isn’t the right way to express yourself, and it would be mean to others here if the GAPAs did let it through.
But, despite how much agagabagabag has complained about me and “bothered” me, I still don’t feel he should be “demoted.” I don’t think there should be separate levels of honesty or worth here. Either you’re so bad you just can’t work with us, or you are good enough we can help you more easily work with us. Also, having separate levels means somebody could be demoted when there was not reasonable cause to do so. That would be bad. So I’m not voting no to the demotion, I’m voting no to there even being such a thing here.

in April 5th, 2008 @ 08:04I didn’t moderate agagabagabag’s comment, so I don’t know the story of the snip. But I’d say it’s likely that he snipped himself, i.e., posted the phrase “<i>profanity snipped</i>” for effect, in the same way that people sometimes say “what the bleep.”
In any case, according to the by-laws of the Protectors’ Guild, the only real differences between a Class A and a Class B protector are that Class B Protectors can check out only five books at a time instead of 10 from the Protectors Club library and have to wait until non-peak hours to use the gym.

I still have two questions I guess: A. What’s up with these protectors and who are they all, and how did they start, and how are they organized? Wait, that’s four already. Anyway, B. I would like to know where these laws are and how they are regulated, etc. I don’t know anything about these protectors, so it must have happened even before I came!

in April 7th, 2008 @ 17:4035-The next order of business should be making sure it is fully understood nobody is above anybody else here, and that nobody will be kicked around. We should have different positions with different responsibilities, but I don’t like how everyone is using their titles inappropriately.
In fact, people have often criticized me for holding too much power over their heads because of my title, when in fact I have no direct power over them! All of this tension that is created when people fight because of titles and the supposed values of them can only be stopped by having it in the records that nobody will ever have any power over another person. There will be different positions simply because different roles need to be filled, but I am almost positive we can all agree we want it to be as clear as possible in the records that all are equal. Problems should be addressed by all for whom the issue pertains. Solutions should be agreed upon.
One thing is for sure in my mind: Everyone should have a say and nobody should have absolute power. Sometimes people think I am claiming all of the power, but I can assure you, and if you read this you will hopefully understand, that I believe strongly in a fair government.
Now how shall we all go about getting this in the records?

Each Prime Muser is elected by the people of ens* province. En has the power to regulate trade within the province, establish local government systems, hold elections, and establish public school systems. No MBer can hold more than one position within the same nation.
*En= Gender-neutral pronoun.

If en wishes to make a decision that affects the entire nation, en must propose it to the Prime Muser Council. If four other Prime Musers vote yes on it, it will pass.

in April 21st, 2008 @ 21:30Our original government was the Prime Muser Council, one representative from each province, who basically held all the power except that of judging criminals. That was vested in the Chief Justice.
And as for your second point, to solve that problem, I think we should add a clause to the Constitution which states that if a governmental officer is absent for more than two months, a reminder must be posted on the random thread. If the officer does not respond to the reminder, the office is declared open.

in April 21st, 2008 @ 21:52All right, here’s my idea, henceforth to be known as the Crubyon Plan of Government. It may require modification and/or elaboration.
There will be three (3) Prime Musers, each representing the domains of 3 Muses: Science (Chad, Aeiou, Urania), Arts (Kokopelli, Crraw, Bo), and Life (Mimi, Feather, Pwt).
The Science Prime Muser shall have power over the space program, the transportation system, and the various industries. The Arts Prime Muser shall have power over the education system, the public library system, the museums, and cultural heritage sites. The Life Prime Muser shall have power over the national park system, the medical system, the police force, and the agricultural sector. Decisons relating to the nation in its entirety, or to the international situation, such as regulating diplomacy and declaring war, must be approved by two of the three. If two Prime Musers concur, they can veto the decision of another Prime Muser, even relating to internal affairs. The veto can only be overridden if a Prime Muser calls a special popular vote, and it falls in ens favor. If a Prime Muser is absent for more than two months, a reminder to en must be posted on the random thread. If en does not respond within a week, the office is declared open, and elections will be held. No entity can hold more than one office.
The Prime Musers are elected by the populace, and any citizen can run for office. To become a citizen of Museica, one must:
Have spent at least one month (30 days) on MuseBlog (two days lurking counts as one day posting, if proof can be produced of the Muser’s lurkage during that time).
Have read at least one (1) thread of Chronicles of Museica and/or two (2) other Musiverse threads.
Have proven full understanding of what Museica is.

Hi guys!
Although I’m glad PC is trying to reestablish what our government should be, I am not pleased with this plan. I don’t like the idea of having three people in control; this in my mind would give less control to the people. Now, there are more people in power, meaning more likely that you (a person) will be in power, and also, if you aren’t holding a position, you can be almost sure your opinion will be shared by others. I also feel the governments should be separate for the different provinces.
I will also say, how will these three people be chosen? Would I be kicked out after all I’ve done and how long I’ve been here?!?!?! That would be ridiculous.
This plan just seems to undermine the entire point of Museica. One of the main ideas is there is something for every blogger to do, be a PM, a Vice PM, etc… But THREE PEOPLE?!! This destroys too many jobs and hands too much power to the three people. I cannot trust in the three people as their election seems very mysterious. Everyone knows a “popular vote” on the blog means three people on the thread saying *Yeah* so you aren’t getting the actual opinion of the people. Although this plan MIGHT work in a real country, where a vote is possible, I don’t think this plan will work for us without serious changes.
I don’t mean to be mean here, I’m just in a hurry and wanted to give my opinion fast!

in April 22nd, 2008 @ 17:3977- I’m actually glad someone has a different opinion than I do, because you can barely call it a constitutional convention if there’s no debate. I’m sure we can eventually come to a compromise, but please consider the following:
First, I think we shouldn’t overlook the fact that many people stay at Museica for a few days and leave, and that there are usually only a few diehards who remain. If we have too many governmental positions, then the likelihood is higher that one of these evanescent Museicans will be elected. I use the term “elected” in the loosest sense. If there are a few dozen high positions, all with equally vital responsibilities, then there is only one candidate for each position (at best) and it doesn’t matter what the citizens think- there’s only one choice. They might as well just step into office and declare themselves Prime Muser. (I don’t deny that this is how I came to power. So did every other PM.)
Second, consider the fate of such a government. Most of the Prime Musers disappear, leaving a few faithful ones who are ill-equipped to handle an emergency. During the Freebooters’ Insurrection, it was just me (Crrawian PM), Dodecahedron (Uranian) and TMFA (Chief Justice). We were helpless to command the troops of the province which was besieged (Chad), and it was only through the efforts of independent privateers like Necromancer and some timely aid from the Piites that we came through. Another time, only TMFA was left, and he had to illegally assume power to keep the thread alive (which caused great controversy).
Third, it wouldn’t have to be just the three. There could be many, many other positions of lesser responsibility that people could occupy- the American government isn’t just led by the President, one Senator, and one Justice. The point of the plan is to make sure that the government could continue to function with only a few Museicans left.

There are also the positions you can get in Zemtee, plenty of different countries in the flavor continent, and the unclaimed territory in Iknurowlis, Navenk, and Dornavenk. It’s hard not to get a position.

I’ve always been intimidated by Museica and the surrounding provinces (At least I think all of the other countries are outside. Maybe they’re within Museica?), because they’re so big (I can’t read all of the threads), and so disputed (Where or to whom should I go for guidance). I’ve also occasionally seen bits of action inside Museica, Zemtee, and other lands, and have been intrigued. POSOC’s genius advertising brought me here, and I’m excited. This seems to be a coherent attempt at self-rule, a noble process in which I would like to be included. Can I be added to the ballot for a position as an Art leader? I don’t expect to win, but I believe competition is needed for health in a government. I can provide all documents required to show that I am an active muser, but I am not as solid on the full understanding of Museica bit. I have read the last thread though, so I think that’s probably enough of a start.

Museica is a nation made up of nine smaller regions or provinces, each named after one of the Muses and being characterized by a particular flavor. It was until recently governed by nine Prime Musers, but due to problems with that system, we’re having a constitutional convention to work out a new system. Please run for office.
95- Ag may take matters into his own hands rather more than is necessary at times, but I don’t think you should extend your disagreement with him to opining about his reliability. I’ve found him a reasonably good source, especially for ancient history. As for RtH, he’s more of an expert on Zemtee than on Museica, but one should not underestimate him.
I’d like to remind everyone, before we get down to the elections, that we still have a long way to go before this constitution is finished. And even then, we’ll need to have it ratified by a majority of the still-active Prime Musers before it can go into effect.
Here’s what we’ve got so far. Executive power is vested in the Prime Muser Council, but that still leaves legislative and judicial power open. I think legislative power should be vested in a House of Commons, where every Museican citizen has a say in what the laws should be.

in April 23rd, 2008 @ 21:57I like the House of Commons, would laws be simply offered up and then voted on? That sounds plausible. The Judicial branch will be much harder though, I predict. I’ve got some ideas phrased as questions for discussion.
Can elected officials propose laws?
Is the constitution a living document?
Are there past governmental issues that need to be looked, so they can be prevented?
Do we need an official document soon, or even at all? I think it would be nice, but more participation from Musers in a while could really shape things up better then just us.
I think more offices could engage people, like if nine chairs for each of the provinces were held by MBers who only had to check in once a month. It would ensure nine more participants, who wouldn’t have to be diehards.
Has anyone looked into modern countries governments for ideas?
Should advertising be posted to draw MBers in, once we have a proposal?

(Impractical in any real country, but in a place with such a small actual population, I think we can make it work.) In the event of a tie vote, it goes to the Prime Musers. The High Court has the power to impeach Prime Musers and to veto Commons legislation on grounds of being unconstitutional.

The Constitution will have to be a living document to accomodate the fact that a virtual country is certain to evolve. We should include a clause which provides for amendment.
The disappearance of people from critical positions is a major issue we should try to avoid.
We ought to have an official document, as there have been many arguments in the past that could have been resolved with a constitution.
The nine chairs are a good idea- governors, no?
I’ve drawn on the United States Constitution mainly, with necessary modifications.
Advertising? I think we should cross that bridge when we come to it.

in April 23rd, 2008 @ 22:36Who will be impartial judges though? Such a small population leads to everybody knowing everybody else very well, which will spill over into the rest of the blog. We want to solve, not worsen conflict. I think the six judges would be ideal in a larger population, but too small here. Popular consensus for punishment based upon previously made laws outlining standards is my best idea. The interpreter of the constitution position is very important though, needing a deciding body. Could the governors do that? I’ll look into other countries’ constitutions for alternative ideas.
Oh, and I will be running- for the Art PMship.
A sidenote: Is there an accepted map of the lands? Poking around found several conflicting versions.

Zemtee owns the Burnt Crust wasteland and the lands formerly captured by the TAM (Triple Alliance of Misery), which you can see on PC’s map (post #126 on the last thread) and another map by RtH (on the top of the last thread). *unties tongue* Someone ought to make another master map, by the way.

On the whole I agree w/the 3 PM plan.
However, I would consider this hirearchy:
Prime Muser: 3 of them. They propose and vote on laws on a majority basis.
Chief Justice: 3 of them. They uphold the laws and dole out the punishments.
Vice Prime Musers: 3 of them, one to help each Prime Muser. If a PM is not there, the VPM receives the temporary power to vote.
County Prime Musers: 9 of them. They make laws for each County.
Justices: 3 of them. They are VPMs for the Chief Justices.
Generals: 3 of them, 2 for the land armies and an Admiral for the sea armies.
Constitutional Advisors: 3 of them. They make decisions about changing the Constitution, once it is written.We also hold elections on a separate thread, open for a week.
Every MBer may vote once, filling out a full ballot.

On the highest level are the 3 PMers, 3 Chief Justices, and a general assembly of citizens who propose laws (House of Commons). I think each governor should be able to decide upon a lower justice system for easy cases, as long as it doesn’t violate the constitution.
~Could we have one head of the House of Commons to organize proposals for laws? That would chop the total number of high officials needed down to 7, with any number of additional citizens, and 9 governers. There are about 7 of us posting right now, would everybody present assume the responsibility of a high post? 9 others could just walk into posts as they come along.
~I think the military should be separate for now. Would sailors on ships’ logs help with that? I don’t know if there are any internal threats needing an army.

I like Vendie’s idea. 3 Prime Musers who have supreme executive power, 3 Chief Justices who interpret the Constitution, and a general House of Commons which has judicial power (although the Justices are ultimately the highest court and can overrule the House’s adjucation) and legislative power, with a Head of the Commons who makes sure that the House is organized. That’s seven positions, and it can function temporarily if there are only a few people left. Then there are nine smaller positions, those of the Governing Musers of each province. That makes sixteen open positions, but the government can function even if it’s down to three.

Right. Article One should deal with the system of government and the various powers which the government has. My suggestion:
Article I.
Section 1. All legislative powers herein granted shall be vested in a House of Commons, which shall consist of all citizens of Museica, excepting those who hold other public office.
Section 2. Any sentient being who has posted on at least one thread relating to Museica, read at least one thread of the Chronicles of Museica, and who has been in residence upon the Blog for at least thirty days, shall be considered a citizen of Museica, and thus eligible to sit in the House of Commons.
Section 3. The House of Commons, once established, shall select from among its members a Head of the Commons, who shall have the responsibility of overseeing the voting carried out by the House. No citizen may serve as the Head for a duration longer than six months.
Section 4. Any member of the House of Commons may propose a new legislation at any point in time. If the proposal receives a second, it shall be put to the full House. The duration of the voting time shall not exceed a week. At the end of the week, the Head of the Commons shall count the votes and act according to the general consensus. If the ayes/w00ts exceed the nays/mehs, the bill shall be made law: if vice versa, the bill shall be removed from consideration.
Section 5. The House of Commons shall hear any and all citizens’ grievances. If a plaintiff or defendant is unsatisfied with the verdict, en has the right to appeal to the Chief Justices. The House of Commons has the power to bring charges against any elected official, be it Prime Muser, Governing Muser, Chief Justice or Head of Commons. In the case of the Justice, a temporary Justice shall be elected by the House to try the defendant in case of an appeal to the Justices. In the case of the Head of Commons, a temporary Head shall be elected to preside over the case.
Bear in mind that this is a very rough outline, and I expect to modify it radically. Suggestions?

»Section 2. These PMs are elected by popular vote, and must meet the following criterion:

Section 6. Executive power over the transportation system, the space program, and the various industries shall be vested in the Science Prime Muser.
Section 7. Executive power over the museum system, the public library system, education, and the arts shall be vested in the Arts Prime Muser.
Section 8. Executive power over the medical system, the national park system, agriculture, the police force, and the social services shall be vested in the Life Prime Muser.
Section 9. Decisions relating to the domains of more than one Prime Muser, or relating to the international situation, must be voted on by the entire Council. A two-thirds majority (2 ayes/w00ts) is required to put the decision into action. The dissenting PM has the power to call a special vote of the House of Commons upon the decision. If the House vetoes it, it will not be put into action.

I’m new, so I’m sorry If it feels like I’m stealing jobs, but I see what looks like a crumbling country and a chance to save it, so I’m going in full throttle. I see that there has been a Constitution and a Government in the past, and it was well written, but I don’t think that handing out positions was enough to get people involved in the thread. My plan is to take a two pronged approach:
1. The Crubyon Project
Write a full Constitution. The constitution should govern Museica, and apply in some way to all other adventures in the same ‘museiverse”, pulling in bloggers from RPGs and the such. This has been completed about ½ way, and should be finished by May 4th. (Edits are ongoing) Once the document is written, edited once, and formated to look pretty, I hope the Constitution will get it’s own thread. This would enable us to both share what it is in a small story, and ask MBers to participate in government.
2. Operation Mistral
Passerbys who wander onto the threads often go “What is this?” before leaving just as suddenly. Mistral is an two step advertising campaign designed to
→Pull MBers onto the Museica thread. Ads are below. They link here right now, but would hopefully link to a new voting thread.
→Inform them what they’re looking at once they get there. The constitution should be easy to read and understand, but we also need a small story, basically saying “Museica is a small country ruled by and inhabited by us, the MBers. This is a set of rules to help the country run smoothly. You should be interested if you sail on a ship exploring for HPB, go to school in a castle in “Iceland”, or visit Oasis (the H&H).” I will also explain the words in those ads there.(AD1)

in April 27th, 2008 @ 19:52RtH- For one thing, people aren’t being “kicked out” of the government. In fact, we’re admitting more people. That’s what the House of Commons is for. Every single Museican citizen has legislative and judicial power. I don’t see how that’s a bad thing.
Second, the reason we’re doing this is because our previous government was unable to function in many circumstances, especially when people sign up for PMships and then vanish, leaving the Council inoperable. We’re making sure that it will be able to work even if almost everybody leaves, but that it will also continue to be ruled by the people.
Third, this isn’t by any means a fait accompli. If you don’t like the Constitution, you don’t need to ratify it. It’s possible that it won’t be passed, and we’ll stick with the old system. Or you could contribute your own ideas to the new system and make it more acceptable.

If I’m understanding you right, then I am a little more accepting of this plan. I thought all of the PM jobs were being reduced to three positions. If, when there are enough people, there will be heads of the individual provinces, then that is fine. So, again, if I’m understanding this right, the three “highest” PM positions are to make sure the government works when there are very few people here, and there will still be individual province PMs when there are enough people. Not that the three highest people will go away, but there will still be the individual PMs. Correct? That works for me.
And yes, I would like to run for Science PM.

They have authority over the internal affairs, imports and exports of their provinces. But if you’re not, you can keep the GM office.

Welcome to the Museician Constitutional Convention!
You get to vote soon, but here’s an explanation of what this whole thing is.
•Museica is a nation made up of nine smaller regions or provinces, each named after one of the Muses and being characterized by a particular flavor. It was until recently governed by nine Prime Musers, but due to problems with that system, we’re having a constitutional convention to work out a new system. There are three PM positions open, several Governorships, High Justices, and a Head of the House of Commons.
•Please run for office. If you don’t run for office, join the House of Commons. Propose a law!
If you were drawn here by an ad, FUNTUNFUNEFU-DENKYEMFUNEFU is in a West African language. It means peace in unity, we all share a home (The real explination involves two crocodiles joined at the waist. Look it up). NEA OPE SE OBEDI HENE means one who wants to be a leader. HoHoC stands for Head of the House of Commons.

Article III:
Section I: The Judicial Power of Museica should be vested in one Supreme Court made up of 3 Chief Justices. The Supreme Court may also create seperate temporary courts for specific cases, whose members are Museican citizens. The Justices try all cases.
Section II: All cases are tried in this manner, excepting the cases below, listed in Section III. Each Case has a Defendant, who may defend themselves or use a Lawyer. Each Case also has a Prosecutor, who is a Lawyer. Of the Three Justices, one runs the case, one decides the Verdict, and one doles out the punishments.
Section III: In Cases involving Ambassadors, PMs, and the HoHoC, the Chief Justices must be in charge. Also, in those cases, all three Justices take all three parts.
Section IV: When a Chief Justice is being tried, the 3 PMs take the places of the Chief Justices. Otherwise, Chief Justices are tried as in Section III.

Article IV– The Powers of Museica
Section 1: The powers invested into the Nation of Museica by this document, and it’s rulers, are applicable only to the lands of the Nation of Museica and it’s territories.
Section 2: Land may be acquired by the Nation in exploratory voyages that have proclaimed their intentions to secure uninhabited territory for Museica.
Section 3: Foreign lands wishing to join with Museica as part of the Republic must hold elections, two thirds of which must pass in favor. Lands wishing to ally will only need the formal approval of the leaders of that land.
Section 4: This constitution has been built and written as a universal document, in hopes that all law and procedure necessary in the Museiverse can be found within it’s pages. All citizens of lands, domestic or foreign can claim the rights and freedoms as their own (As found in A5§2) .

(vpm for air) and I suggest that since the majority of the people on this thread seem to be voting we should have them vote but fore some one other than their self as fore the justices job description we have some suggest some additions to posoc’s Look dignified, wear long robes with strange symbols on them and the motif of their subject( ie life, science, arts,) appear at large events and give autographs,and take full control of the nations under their judgment during times of turmoil and catastrophe or if the prime muser asks for help with a internal affair vote for badrang !

Section V: Rights

in June 2nd, 2008 @ 16:25207- I’m unsure what the connection of the two countries is at present. It had been discussed that they be colonies, allies, commonwealths…. Museica is made up of the muse-named provinces (Kokopelli, Pwt, etc.) while Muserland is elements (Shadow, Water, etc.)
In regard to Article 6:
Pie throwing is a joyous activity, insomuch as it is often accompanied by laughter, and it is a bonding event, often resulting in reciprocal actions. Furthermore, pie throwing is an accepted form of recreation, it being effective in maintaining arm muscle, and is often done with no malicious intent, except as done when professing disagreement, which is more an expression of disapproval to an aforesaid opinion than a malicious act of harm. Pie throwing is also of great cultural value, as shown by its usage as a greeting ritual, and must therefore be protected from unnecessary constraints. Consequently, pie throwing should not be strictly regulated, except insofar as is necessary to insure the good health of all residents of Museica as well as the safety of the land itself.

•The laws and procedure set forth in this document were built to act as solid ground for the oft tossed residents of the World of Muse, and are not binding unless accepted as so.
•As a government functions for the people, one cannot function without the people. Unity in action will bring prosperity.
•If these doctrines set out are insufficient or counter productive to the Free Republics of Muse, they shall be re-worked by the people, with common consent. The Power is the People.Article I.
Section 1. All legislative powers herein granted shall be vested in a House of Commons, which shall consist of all citizens of Museica, excepting those who hold other public office.

Article III:
Section I: The Judicial Power of Museica should be vested in one Supreme Court made up of 3 Chief Justices. The Chief Justices try cases which have been tried already by the House of Commons, but the verdict is challenged. Also, the Chief Justices try all cases where the accused is an Ambassador, PM, or the HoHoC.
Section II: All cases are tried in this manner. Each Case has a Defendant, who may defend themselves or use a Lawyer. Each Case also has a Prosecutor, who is a Lawyer. Of the Three Justices, one runs the case, one decides the Verdict, and one doles out the punishments.
Section III: The Chief Justices also have the power to interpret the Constitution, and will clear it up for the House of Commons when it is disputed. In short, the Chief Justice’ s job is that of the Arbiter, solving disputes and judging cases of great import.
And I think pie throwing should be allowed in Museica unless it is used for violent/destructive purposes.

in June 13th, 2008 @ 14:08There’s another obstacle to people voting multiple times- namely Article I, sec 2: “Any sentient being who has posted on at least one thread relating to Museica, who has demonstrated an understanding of what Museica is, and who has been in residence upon the Blog for at least thirty days, shall be considered a citizen of Museica, and thus eligible to sit in the House of Commons.”
Thus, if one made up a name and voted a second time, that vote would not be counted, because the person one is pretending to be would not be a citizen of Museica. And if one impersonated another Museican citizen, the person one is impersonating would notice. One could, theoretically, impersonate a citizen who has not been in residence on the blog for a long time, but what if that person puts in an appearance suddenly, like Zyviva did? There goes one’s credibility.
So we don’t need the SCAMPs as enforcers. The laws of Museica will do it for us.

The Aims and Responsibilities of the Government of museica to its people
All people of Museica shall have, as all people have a right to have, several necessities that as a society we are obliged to give. We, as the founders of museica, believe that our people are entitled to eight things, and that these things are the strings that bind a nation together and should be provided free of charge to all people should they be unable to provide them themselves.
1. Food. Every village and social gathering shall stockpile a large supply of easily stored foodstuffs that will not easily spoil-to be used in time of need and if one of the society-in-question’s member can not provide for him or her self. During a crisis when these caches are destroyed, the prime musers shall provide. Also, any family that can not feed its children is to be helped immediately. It is asked that if a person who is under your employ is seen to be hungry, either raise their pay or give them food.
2. Safety. “You have a right to life” What person wants to live their life in fear? I don’t. As the people of the island, we are relatively safe. But should danger come in the form of pierates of the sea, or some treachery in our midst, we have good people as our lords who have survived the pie wars and founded a nation. A couple of old privateers or pierates will pose little problem for rulers such as these, so the people of museca shall (although, unfortunately, other nations not so much) have security from invading forces. Citizens are asked to help us by reporting any suspicious actions or characters. And so that we are able to prevent accidents, citizens shall put fires out before leaving them, clean chimneys to prevent unwanted arson, report dangerously tilted trees and potential landslides, put railings on stairs, decks and other potentially slippery surfaces, and replace rotting wood in buildings-so that we may live in safety.
3. Health. No man, woman, girl or boy should live in a state of ill health for lack of money, or some grudge held [?], when it is possible for them to be healthy. We, the founders of museica, recognize the need for material wealth in return for a job well done. All citizens are asked to put forth a given amount of coin to our treasurer to be put in an account from which any healer may be recompensed for their honorable work on one who does not have the means to pay. Our noble Lords and Ladies of museica (prime musers) will match that put in this account, thus doubling its amount.((is this all right?)) An individual community may also copy this on a smaller scale. And so that our people shall have healers in time of need, all healers of any race, gender or size shall not be hurt, taunted or turned away. Any complaints of such shall not be brought to them but to the justices, for no man, woman, girl or boy should live in a state of ill health when it is
possible for them to be healthy.
4. Education. What person wishes to live their lives in ignorance? One might argue that many people are farmers or peasants who have no need of education, but should we not give them a chance to raise their status should they wish? As an avid reader, I would not wish to keep others from the ability to enter into unknown worlds or learn of fantastic things. At the simplest level, each person has a thing to share, be it cookbooks or a better way to sharpen a blade. And through the medium of writing we are able to share our knowledge more widely, creating a better and more efficient society. For those who wish to rise in status, a fine craftsman need measure his work, and an architect need measure a height she does not know. A scientist must divide his Arcanum and an accountant must multiply, add or subtract her goods. Name any position of prestige and arithmetic is needed. We believe that intelligence is not passed through princely blood but can pop up in
the lowliest goat boy, should it be given a chance. On principle, wisdom may arise at any age. So no age of adulthood shall be detailed. Instead, a child may only be considered an adult when a rite-of-passage is completed.. Because we honor and love the system of apprenticeship, the fine arts and crafts shall be taught by their masters, with the pupil’s consent, but several schools shall be started to teach basic skills needed in all arts, and so shall help rather than hinder their future work. Basic arithmetic shall be taught, and the realm of higher mathematics shall be open to those who so choose. We hope that the citizens of Museica shall choose to educate themselves and their children, so that, in time, all citizens of museica shall be educated.
5. Work. Work is a force that binds our society together, putting Museica apart from foreign societies of hard-working serfs hot pink bunny’s and parasitic villains. All persons shall have the right to work. If work is not found, the prime musers shall provide some job with hope to the person that asks and in their area of expertise. No person shall be turned away on account of race or gender. A person may be fired on account of inability to do the work required, or because of any disruption of work such as swearing, breaking things, misplacing things, etc., but to exclude someone because of outside appearance is a waste of life. A worker, for their part, is expected to work hard and earn what is paid. And so that no person is short of pay, we have what we call a ‘real wage’. No long-term job shall pay less than 17 [?] an hour. I propose a three-fold moral code: Do not lie, Do not steal, Do not be lazy in work.
6. Shelter/Clothing. As basic as these seem, I would like to especially emphasize shelter. Although it is reasonable to expect payment for someone’s room and board, we ask that all people of the nation of museica be generous–generosity being one of those strings that are to bind museica into a strong and good nation, untouchable and undefeated, with strong and happy citizens. If each of us is a miser, caring only for themselves, never sharing, never giving, our nation will be easily picked apart, as some sick animal by carrion birds. And it is wise to remember that what is put out comes back in time of need, threefold. Perhaps someone might give shelter to you on some dark and stormy night. We must also consider our appearance to other nations. A nation is more willing to ally itself with a generous nation than with a miserly one. And as a generous member of the nation, we request that should one in need of a home come to a member of Museica’s shores,
that they be welcomed and given shelter. And if someone in tattered garb appear before us, we will give them clothes.
7. Freedom. The founders of museica feel very strongly about the subject of slavery and coercion. Should one be found to be holding another to work-without-payment, or as a prisoner for just or unjust cause, I shudder to think of the consequences. We have in muserland an insult-“That is a waste of life”-which could refer to wasting an animal’s life or holding another to labor when they were meant for something better, in my eyes. Slavery is so heinous that I would gladly go to war with those countries who coerce a person’s compliance.
8. Reliability. It is our duty, as members of a lawful and civil society, to be both reliable and accountable. If you say you are going to meet someone, there is an obligation to keep that promise. So much of a national system is based upon trust that other people will keep their promises. That the messenger will deliver the message, that the police will protect you, that the person will pay their loan back, etc., are all based on trust in other people’s reliability. If you say you are going to meet someone somewhere and never show up, you have broken that trust and wasted a person’s time, time in which they might have done better things than wait for you to not show up. You are, by common decency, accountable for your actions, and should, in some way, make amends. though we value change, charge all members of Museica with being reliable.

Once married, a couple may, with the other partner’s consent, enjoy polygamy and/or polyandry. These added individuals are obliged to help with child care. And so that no ill matches are made, a couple is asked, but not commanded (you have free choice), to wait a year before marriage. Forced and loveless marriages, be they family arranged or brought on by guilt, will not be tolerated! Arranged marriages may still happen, but both partners must wholly, and from their heart, agree.
A marriage is not restricted to partners of opposite gender. Two homosexual partners would be obliged to adopt. A marriage may be conjugated by any means the partners wish, with the exception of something that disturbs the peace. If the parents need help with their children, all citizens of that community are obliged by common decency to help. Non-human entities may stick with what ever their customs require with the exception of some thing that in some way hurts the human community (( we do have a non human society don’t we?

Also, I don’t think married couples should be forced to have/adopt children. Marriage is, in my opinion, a way for people to express their commitment to each other. You also define marriage as between two individuals and then allow for polygamy and polyandry. Does that give the third spouse unmarried status? That seems unjust.

Section 1. Marriage in the nation of Museica shall be defined as the legal joining of two or more individuals who are committed to each other. This joining shall take the form of an official Marriage License signed by a government authorized individual, two witnesses of voting age and sound mind, as well as all the individuals entering the Marriage Contract.
Section 2. In order to obtain a Marriage License, individuals must not be of close relation. In addition, the individuals must take a course on anger control.
Section 3. If a married individual wishes to marry an additional individual, all individuals currently in the Marriage Contract must sign the Marriage License. All individuals under the same Marriage Contract shall be treated equally by law.
Section 4. No distinction in law shall be made on the basis of sexuality, gender, polygamy, polyandry, race, political opinion, origin, or religion.
Section 5. No persons shall be forced into marriage against their will.
Section 6. Prior to adoption, fostering, or birth all individuals who shall be legal guardians of children shall take an elementary course in child care and first aid.
Section 7. Children and spouses shall not be subjected to emotional, physical, or sexual abuse.
Section 8. Children shall have the right to a name, nutrition, housing, recreation, medical services, education. Nor shall they be denied a wholesome environment intended to foster individual growth free from prejudice or intolerance. Whenever possible, this environment shall be with the child’s birth family. Should the family not be financially able to supply for their children they shall receive sufficient government aid.

Article I.
Section 1. All legislative powers herein granted shall be vested in a House of Commons, which shall consist of all citizens of Museica, excepting those who hold other public office.
Section 2. Any sentient being who has posted on at least one thread relating to Museica, read at least one thread of the Chronicles of Museica, and who has been in residence upon the Blog for at least thirty days, shall be considered a citizen of Museica, and thus eligible to sit in the House of Commons.
Section 3. The House of Commons, once established, shall select from among its members a Head of the Commons, who shall have the responsibility of overseeing the voting carried out by the House. No citizen may serve as the Head for a duration longer than six months.
Section 4. Any member of the House of Commons may propose a new legislation at any point in time. If the proposal receives a second, it shall be put to the full House. The duration of the voting time shall not exceed a week. At the end of the week, the Head of the Commons shall count the votes and act according to the general consensus. If the ayes/w00ts exceed the nays/mehs, the bill shall be made law: if vice versa, the bill shall be removed from consideration.
Section 5. The House of Commons shall hear any and all citizens’ grievances. If a plaintiff or defendant is unsatisfied with the verdict, en has the right to appeal to the Chief Justices. The House of Commons has the power to bring charges against any elected official, be it Prime Muser, Governing Muser, Chief Justice or Head of Commons. In the case of the Justice, a temporary Justice shall be elected by the House to try the defendant in case of an appeal to the Justices. In the case of the Head of Commons, a temporary Head shall be elected to preside over the case.
Article II.
»Section 1. The executive branch of The Nation of Museica resides in three supreme elected officials, known hereafter as Prime Musers, abbreviated to PMs. PMs must visit Museica threads at minimum once every two weeks, else they will be declared absent and the Head of the House of Commons may cast a ballot in their place.Prime Musers cannot serve for a duration of longer than six months, and are elected directly by the citizens of Museica. The voting may not last more then two weeks, and should be limited to one unless less then ten votes have been cast.
»Section 2. These PMs are elected by popular vote, and must meet the following criterion:
•A sentient being of high moral standard who has pledged en’s interest in the prosperity of Museica (A2§3)
•Been established as a citizen of Museica (see A1§2)
•Read and understood the entirety of the Constitution of Museica
»Section 3. PMs must take the following pledge upon election: “I do swear at this time to uphold the standards set forth in this constitution and its preamble, to work to strengthen the Nation of Museica and advance its standing within the cosmos of MuseBlog.â€
»Section 4. Prime Musers are elected to carry out duties concerning the laws and lands of Museica, most notably forming agencies intended to enforce rule or decree set forth by the House of Commons. Prime Musers hold emergency power in times of chaos.
»Section 5. Prime Musers may hold votes among themselves to veto legislature, the vote must be unanimous, which will then be reviewed by judges for constitutionality, and re-voted upon in the HoC. Laws vetoed will then pass only with a two thirds majority in the HoC.Section 6. Executive power over the transportation system, the space program, and the various industries shall be vested in the Science Prime Muser.
Section 7. Executive power over the museum system, the public library system, education, and the arts shall be vested in the Arts Prime Muser.
Section 8. Executive power over the medical system, the national park system, agriculture, the police force, and the social services shall be vested in the Life Prime Muser.
Section 9. Decisions relating to the domains of more than one Prime Muser, or relating to the international situation, must be voted on by the entire Council. A two-thirds majority (2 ayes/w00ts) is required to put the decision into action. The dissenting PM has the power to call a special vote of the House of Commons upon the decision. If the House vetoes it, it will not be put into action.
Article III-Th Judicial System
Section I: The Judicial Power of Museica should be vested in one Supreme Court made up of 3 Chief Justices. The Chief Justices try cases which have been tried already by the House of Commons, but the verdict is challenged. Also, the Chief Justices try all cases where the accused is an Ambassador, PM, or the HoHoC.
Section II: All cases are tried in this manner. Each Case has a Defendant, who may defend themselves or use a Lawyer. Each Case also has a Prosecutor, who is a Lawyer. Of the Three Justices, one runs the case, one decides the Verdict, and one doles out the punishments.
Section III: The Chief Justices also have the power to interpret the Constitution, and will clear it up for the House of Commons when it is disputed. In short, the Chief Justice’ s job is that of the Arbiter, solving disputes and judging cases of great import.
Article IV- The Powers of Museica
Section 1: The powers invested into the Nation of Museica by this document, and it’s rulers, are applicable only to the lands of the Nation of Museica and it’s territories.
Section 2: Land may be acquired by the Nation in exploratory voyages that have proclaimed their intentions to secure uninhabited territory for Museica.
Section 3: Foreign lands wishing to join with Museica as part of the Republic must hold elections, two thirds of which must pass in favor. Lands wishing to ally will only need the formal approval of the leaders of that land.
Section 4: This constitution has been built and written as a universal document, in hopes that all law and procedure necessary in the Museiverse can be found within it’s pages. All citizens of lands, domestic or foreign can claim the rights and freedoms as their own (As found in A5§2) .
Article V- Rights of the People
1. The House of Commons shall make no law regarding an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of comment upon any Museworld thread; or the right of the people to peaceably assemble and petition the government for a redress of grievances.
2. A well regulated Militia being necessary to the security of a free state, the right of the inhabitants to keep and bear Pies shall not be infringed by any governmental party, House of Commons, Prime Muser Council or otherwise, with the following exceptions:
a. By special order of the Chief Justices as penalty for a violent crime involving pastry. In this instance, the duration of the ban from pies shall not exceed Two Blog Years (Two Real Months).
b. By order of the Great And Powerful Administrators.
3. No Soldier shall, in time of peace, be quartered in any house without the consent of the owner, nor in time of war but in a manner to be prescribed by law.
4. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
5. No sentient Museican citizen shall be held to answer for any capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of Pie War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against enself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
6. In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial by the House of Commons, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense. En shall also have the right to appeal the decision of the House and go to the Chief Justices.
7. Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
8. The enumeration in the Constitution of certain rights shall not be construed to deny others retained by the people.
9. The powers not delegated specifically to the federal government are reserved to the people.
10. No governmental agency shall make any law discriminating against citizens on the basis of gender, race, belief, orientation or species.
And Article Six, on the Governing Musers:
Article VI.
1. Executive power over purely internal affairs of the various provinces shall be held by Governing Musers.
2. There shall be nine Governing Musers, one to govern each province, to wit: Kokopelli, Urania, Chad, Aeiou, Bo, Feather, Pwt, Crraw and Mimi.
3. Any act of a Governing Muser may be vetoed by a majority of Prime Musers, a majority of the House of Commons, or a majority of the Chief Justices. A veto may be overturned by a majority of Governing Musers.Article VII
Section 1. Marriage in the nation of Museica shall be defined as the legal joining of two or more individuals who are committed to each other. This joining shall take the form of an official Marriage License signed by a government authorized individual, two witnesses of voting age and sound mind, as well as all the individuals entering the Marriage Contract.
Section 2. In order to obtain a Marriage License, individuals must not be of close relation. In addition, the individuals must take a course on anger control.
Section 3. If a married individual wishes to marry an additional individual, all individuals currently in the Marriage Contract must sign the Marriage License. All individuals under the same Marriage Contract shall be treated equally by law.
Section 4. No distinction in law shall be made on the basis of sexuality, gender, polygamy, polyandry, race, political opinion, origin, or religion.
Section 5. No persons shall be forced into marriage against their will.
Section 6. Prior to adoption, fostering, or birth all individuals who shall be legal guardians of children shall take an elementary course in child care and first aid.
Section 7. Children and spouses shall not be subjected to emotional, physical, or sexual abuse.
Section 8. Children shall have the right to a name, nutrition, housing, recreation, medical services, education. Nor shall they be denied a wholesome environment intended to foster individual growth free from prejudice or intolerance. Whenever possible, this environment shall be with the child’s birth family. Should the family not be financially able to supply for their children they shall receive sufficient government aid.

Also, Museica and Muserland exist on the same thread because they are related, and don’t generally get enough traffic at the same time to require a different thread. It is my understanding that Muserland was formed when all of the prime muser spots were taken up in Museica. With the new Constitution now in place, they are called Governing Musers, and everything is more clearly explained, but since Muserland has been around for a while it has become an important part of the world. However, it is still related somewhat.
It has just occurred to me that the option of amending the Constitution is missing. Should it be in there?
Also, will the Constitution be extended to Muserland?

in June 27th, 2008 @ 07:02334-Well. Um… The reason we have it that PMs can only serve for 6 months is because we didn’t want them to start seeming like these all-powerful kings. I didn’t like the idea of only three PMs from the start, but everyone else agreed to go with the idea. Then the 6 month term came so they wouldn’t hold their extreme power forever. And everyone agreed to that. Now, you are saying you want an amendment (which was not authorized in the Constitution, as I said earlier). We’ve agreed on this, and we can’t go back on it now. I hoped there wouldn’t be a problem, considering everyone was supposed to read the Constitution carefully before approving.

I didn’t object to everythng, i just rephrased a little (ok, the whole thing) which i think was in the constitution.329- we definatly had an article about amending the constitution some point…. Kokopelli will only ratify the constitution if it is confirmed that there is in fact a way to change it.
regarding the six months: I figured that that was the term but you could run for more terms, like a senator. I suppose our court could figure that bit out in six months. Let’s deal with it then, shall we?
